Property owners, adjacent to city streets or alleys, may request to "close" such areas and acquire them as additional land for their property.

In connection with site and subdivision development, developers are responsible for all costs associated with planning, constructing, installing and testing of all public facilities, stormwater management and erosion control measures required to complete the proposed project.

The Engineering Division of the Department of Community Development provides professional services in engineering, surveying, geographic information systems (GIS), stormwater management and erosion and sediment control to create a high-quality, lasting and manageable developed environment.

The Planning and Zoning Division of the Department of Community Development promotes development as desired by the community through the Comprehensive Plan and with consistent application of the zoning and subdivision regulations and other land use codes.

The City allows downtown outdoor dining on public street and sidewalk right-of-way only through review and approval by City Council. 

Trade permits are required for all electrical, plumbing, and mechanical (HVAC) work. Trade permits are required in addition to building permits for most construction activities.
